First, police are not required to give Miranda rights at all. However, if they do not, then any evidence or confession obtained cannot be used in court.
Second, police are not required to give Miranda rights just because they arrest you. The protections only apply during custodial interrogation. So, if they are not talking to you about the alleged crime, there is no constitutional Miranda issue.
Finally, yes, it's apparently fine for anyone in power to violate the constitution at will, because the American people refuse to hold our leaders responsible for such actions.

The Bill of Rights lists what the government can't do, not what the people can or cannot do. That said, you can be sued in Federal court for violating someone's civil rights. It happens all the time.
Also, most things you might think of in the Constitution as being "laws" really just say what the government can do. It's then up to Congress to pass a law that conforms to that. For example, the 16th Amendment gives Congress the authority to impose an income tax. But it's Title 26 of the US Code that actually implements it.
As for police enforcement, different agencies work on different parts of the US Code. The IRS handles Title 26 mentioned above, other agencies include the FBI, the Secret Service, the INS, and so forth.

The Constitution and Bill of Rights are documents that explicitly define the powers of the government and its limits, and what rights and powers it is unauthorized to restrict, respectively.
It is not the people that violate the Constitution & BoR, it is the government that has been violating both for over a century!

Well, obviously it's not okay. And while there may not be a police to enforce anything unless you blatantly violated someone's rights right in front of them or they call 911, you know at the very least that if you do anything severely over the line, you'll get your *** sued so you'll be less likely to do it.

I thought that the Bill of Rights was policed by the Supreme Court, which is useless these days as it is controlled by Bush and his lackeys. I don't know why there is a Supreme Court - they just roll over when Bush does anything wrong.

The only provision of the US Constitution that applies to private citizens is Art III, Sec., 3, which defines treason. Even that does not prohibit or provide punishment for treason; though it gives Congress power to set a punishment. All other provisions apply only to the government or to government officials.

The Executive branch of your gov't. is doing it right now, so I guess the answer is yes, violating the liberties and freedoms granted by those documents seems to be perfectly ok. Especially when the populace is so busy keeping up to date w/all of the trivial b/s that consumes them, i.e. paris hilton.

The FBI, CIA, Federal court system, NSA, etc.. , not to mention hundreds of federal, state, and local laws which further enforce them (allowing your local police to enforce), all enforce them.
