Since I don't know Dee and her friend - I'll guess that they are expressing their new attitudes. Maybe they feel more mature, more feminine and want to express it by the way they dress.

Ironically, Dee is trying to portray herself as African, trying to get back to her roots. But she doesn't realize that her sister portrays this much more than Dee herself does. Dee wants to disregard anything American, even though her roots are more strongly grounded in America. She changes her name to an African name for this reason, but the name "Dee" had been passed down through her family, so "Dee" represent her roots much more than an African name.
