It depends on what you need and what you are willing to spend.
Photoshop is good for sophisticated image editing, but with basic stuff, IrfranView is the way to go.
GIMP is free, and it has fairly good features.

Paint, Photoshop, adobe photo editor, acdc, gmp – any of your choice paint will b very basic gmp adobe or acdc given more options in fact there are many depends how capable you are to handle and what sort of editing you are intending

macromedia fireworks... download fireworks 8 its fully functional and free for the first 30 days, fully functional... look for it at http://www.adobe.com/
kind of a long download though. No recommended for dial up download

Depends on what you want to spend. Photoshop will do it if you want to spend the $. You can try Irfanview if you want to go free.
