By "dump person," I'm going to assume you mean a Waste Management employee. In which case, I'm assuming either the deaf person or the blind person also works in "disposal." In my scenario, I'd say the deaf person is a target and he took the blind person's wife as a hostage so he could live, because since the dump guy wants to tell the blind guy, they must be on the same team.
What the deaf guy doesn't know is - the wife is just a trophy wife and means nothing, especially to this mob boss, who happens to be blind. The dump guy tells him by simply saying "Boss, that moron kidnapped your wife," and the blind guy, the boss, the don, says "okay, then, kill them both."
Don't F* with the mafia.

A dumb person.
Maybe the person was blind, deaf and dumb so that there is no need to tell him or maybe the wife is dumb and still there is no need.
A third possibility is that they are all four different people. Then the dumb person can write a message to someone else who will tell the blind person what happened.

Deaf person can have blind person's wife. Blind person ran off with dump person anyway. And dumb and blind person asked this question, hence the horrible spelling and grammer.

I've seen this one done . some blind people can read sign language if it is on if it is signed in there hand they learn this in schools that specialize in helping handy cap people . this is the only way you can speak to someone who is blind and deaf .
