It's the ones that look like police cars and hang around motorways causing people to slam their brakes on. They are yellow and BLACK (not blue) and have orange lights rather than blue and red police ones

I am soooooooooooo glad that I live in a small community.
I do not have to worry about this kind of crap.

Out here we KNOW what our county sheriff's vehicles look like.....lol

I will take small town Texas living over city living any day.

Their primary role is to ensure roads are kept open and free flowing. In the event of an accident they will assist the police in the clear up to get the roads open again as quickly as possible. They do not have powers of arrest but do work closely with the police.

These people are VOSA (Vehicle and Operator Services Agency). As correctly mentioned above - they are to keep the roads clear and free running, and they assist the Police at collisions and other incidents on the roads.

They do have powers to place road blocks / diversions and the like. Dunno if they have video, but they don't have speed detecting equipment, and certainly have no Police powers, so in answer to your last question..... yes, you can :o)

Do you mean the DOT (department of transportation)?
Do you mean the NHTSB (national highway transportation safety board)? I am not sure exactly which cars you are talking about. If you can elaborate a little more on the vehicle or agency then maybe I can help.Sorry.

Everytime i see them they are sitting on the hard shoulder in there car which the public aren't advised to do if they break down, and they just wait for the Police to turn up! Waste of money if you ask me!

they have no powers as such. they are in order to free up police time by escorting abnormal loads and setting diversions in result of an accident etc. They don't video other road users as they have no power to, so no they cant report you for speeding!!

they can only report to the police about things by taking details to my knowledge and do not have the power of arrest

they monitor the roads in various ways, taking pictures/videos of surfaces, congestion, accidents, damage to central reservation etc.

Dont think they have powers as such, but can pass on evidence for police to act on.

i merely cruise alongside nicely at approximately 104mph on maximum days, and that i wouldnt say that they positioned the phobia of god into me as quickly as I undertake them at that velocity ,whilst they are doing 70mph .a million>because of the fact im atheist and a pair of>im in many situations to busy staring at dvd action pictures on my dashboard hi spec dvd participant, to observe or certainly care even.
