Some people do have curly head hair; and somepeople do have straight down there kind of hair.

Much more area gives freedom for hair to grow on head, straight, or, in some cases curly, but free growth in wide area. But pubic hair is constricted for want of space to grow freely, hence curly. Also the 'bed' on which the hair grows is not the same!

Theyre not all curly, like hair on the head isn't always straight.

Because the follicles are course and flat, not round like on the head, causing them to curl.

The hair follicles are different in that area which cause them to grow the way they do.
