how do you get fluent in japanese for four months?

i already know about 900 kanji and some of the intermediate grammar, but i'm so slow at picking up conversations in the anime movies and have a problem speaking my mind. what kind of excersizes should i do?

First, anime is probably not the best way to learn Japanese. People speak very differently on TV than they do in real life.

The fastest way to learn Japanese is full immersion. If there is an area of your town that is predominantly Japanese then you should go there and try to order meals in Japanese and speak to the staff.

But seriously, avoid the anime. You don't want to spend months of effort to end up sounding like a cartoon character.

They always say that doing "excersizes" with a Japanese girlfriend is the best way of picking up Japanese quickly...I'm talking about language exercises, of course...
