You need to read, read, read, and read.
This will help you learn new vocabulary, how to use the vocabulary, sentence structure, spelling, and grammar.

From your question, I can see that you need help with the tenses. If you read alot, you will abosorb this information naturally.
If you have a tutor, ask him/her to review the Past Perfect Progressive and Present Simple tenses with you.

For example, your question should have been: "I have been studying for long time, but I can`t speak or write well. Please tell me how I can succeed."
Note that you used commas, contractions, and irregular adverbs correctly. That's great!

English is HARD. Don't worry, you will improve!

First of all study more the verbs (it isn't have been studied, but have been studying) and try to read as many books or magazines as you can, I recommend you to read about a theme which interest you, so it will be easier for you... and, of course, to watch movies in Original Version with subtitles in the same language, it will help you to relationate the different words and the way to pronounce them... At least it helps me with English...

Watch English spoken movies with subtitles in your own language. Assuming you want to learn English. DVDs have the option for subtitles in your own language or the English language. That way you can hear how you're supposed to speak the language and you learn lots and lots of words.
