Wrong order. First the ' then the letter that way you get é.

Click Start-> Programs -> Accesories -> System Tools and select "Character Map". This is a board of various special icons which you can then cut and paste into any document you are using.

hold down the 'alt' key and (while it is held down) type '0232' on the numeric keypad. the symbol will appear when you release the alt key
