The effect of rain occurs when air can no longer sustain water in a gaseous form. Water then "condenses" into a liquid form, AKA rain. The reason for the occurrence in the evening is due to lowering of the air temp with the setting of the sun. With it the air's ability to hold water (the less energy in air, the less energy available to keep water in the form of a gas). The morning rain can be attributed to the evaporation of water due to morning temps rising and possible solar radiation evaporating the water and the air (remember, air had to give off water last evening that laid as rain) still is fully saturated with water. That evaporating water then causes rain. The mid afternoon sufficiently applies enough energy to the air so that greater amounts of moisture can be sustained(entrained) within the air. The concept of air/water mixtures can be defined as Psychrometrics.

Well...in the mornings, on days that are still, pollution from factories rise into the atmosphere. It floats above the city until it becomes so thick that clouds form and it comes down in the form of rain. Basically, it is because of the amount of pollution.

Many motives can cos rain ,, yet we could verify out that step by ability of step,, we choose heavy and saturated clouds ,, then low temperature to condensate that,, then some nucleation which could be cos by ability of airborne dirt and dust , bacteria or any flying particales which may make tiny water drops grow to be greater advantageous,, additionally sound power can help on that,, so i think of your suited approximately time as a majority of those motives would be avaliable
