Availability will be a problem; but how about the Ice Hotel in Sweden? It does cost a fortune unfortunately. But there is plenty of snow related things to do as well as watching for the Northern Lights.
Kiruna (Near where the Ice Hotel is) sounds okay as well - and cheaper to stay at but with access to all the outdoor stuff. Be warned though - it get pretty cold (-17).
Estonia is also another option. Tallinn is a fantastic city and it's up to you whether you go out and get drunk a lot. If you want the outdoor activites though - you may need to go to Tartu (In the centre is Estonia) as a base for access.
This latter option is a lot cheaper, but lacks the romance of the Ice Hotel.

Hi!
Go to Iceland... I have always wanted to go so I can sit in the geothermal spas. They are suppose to be great for your health/body. Hopefully next year I will get to go...

Copenhagen is supposed to be great for New Years. And it is somewhat romantic. For fun Tivioli is open over Christmas. I went skiing in Austria once for New Years and that was fun. It was in the Klein Walsertal. Me and my husband want to go to Karlovy Vary in Czech some time for a romantic winter ski trip.

Check out on the internet - I have heard there are ICE hotels in some parts of the world - perhaps Iceland? That would be pretty cool - and different - and maybe romantic?????

Istanbul- turkey its the most romantic city i have been at, it usually snows that time of the year and they celebrate new year better, city is just so gorgeous and is not expensive...Its also a multicultural city so you wouldn't feel like outsiders and can relax...

Try anywhere in Austria. People are friendly and the atmosphere is great. They also usually have a good level of snow too.
