You can either burn it to disc using Nero or another BIN-CUE supporting burning program or directly open it using a player like VLC or mount it with a virtual drive such as Daemon Tools or Alcohol 120%.

I dont know what you want to do with it but i got one here. It is not only can read .bin but also any kind of file in hex. You can edit and save to any file type. So easy and nice graphic inteface. You can download it here:-
