We can synthesise Vit D from sun exposure at any time. It only requires about 20 seconds of exposure to one forearm each day, You don't need to sunbathe.

Free D is correct.
In addition to that, if a person has dark skin and lives close to the poles where there is not much sunlight for half the year, then vitamin D should be included in the diet. Vitamin D enriched milk is an excellent source.
Fair skinned people near the equator only need 15 minutes in the sun (with sunscreen) to get the RDA of vitamin D.

The human body produces its own vitamin D in the skin. This process is dependent on ultraviolet radiation from sunlight. However, Vitamin D should not be excluded from the diet, especially for people who do not receive sufficient exposure to UVB sunlight.
The time of day does not matter!

Whenever your skin is directly exposed to sunlight , vitamin D is synthesized in your body. Exposure of 10-15 minutes for the hands , arms , and the face three times per week is enough . Vitamin D production is decreased by dark skin , sunscreen , window glass , clothing , air pollution , aging and lack of sun exposure ( northern latitude , home-bound persons , or cultural dressing habits) .

I heard that all you need is 15 minutes in the sun to give you the daily recommendation for vitamin D. Just a 15-minute walk or just hanging around outside will be efficient enough. =)
