first, you need to find out if there's anyone in your family that is not allergic to dogs. maintaining one could really be time consuming. It's not just a matter of petting them and feeding them whenever you feel like it. They like attention too, and you don't have much time to spend time with your dogs, they will grow weary eventually.
second, you need to ask yourself why you'd like to have a puppy. As soon as you are able to know this, you could slowly explain to your mom why you would like to have one. Perhaps she will better understand your desire for wanting to have a puppy.
If she agrees, then you're good to go with it. Otherwise, if she's got better reasons against yours for not buying you one, then you have to understand it's for your own good in the long run.

Do the research. Find out how much it costs for food, vet bills (shots, exams, spaying, flea meds, heartworm meds) license, equipment (leash, collar, dog house, travel crate) obedience training, grooming. Figure out how much you can pay for or do yourself. Maybe you won't need a professional trainer or groomer if you are willing to put the time and effort into learning how to do it yourself. Present the information to your mom. Make a plan for the dog's care so that your mom won't get stuck with all the work, Tell her about how having a dog will help you learn to be more responsible. Listen to your mom's reasons for not wanting a dog. If they are problems that can't be overcome wait until you have your own place and your own income and get the dog of your dreams. I hope your mom will let you get a dog. We've always had dogs and my mom loved them as much as anyone after we persuaded her. BTW we did not buy dogs. Dogs followed us home and we begged to keep them. Rescuing a dog seemed to my mom a legitimate reason for having one in the house. Buying one would have been out of the question.

I think you have to tell her how responsible you are. Moreover you have to list out what questions are going to be asked by your Mom. Try finding out solutions/answers to those. And then present your case. Possibly you can take help of your father/Granny/Brother or sister.
Time your request when she is in a good mood or she is pleased with your good deed/act. That is what my daughter do. I must admit it works.
Even then she is not convinced, show her the replies to your question, right here.

you have have been given some first rate reasons for wanting one....yet do you extremely comprehend the time and value in touch in having a canine? We pay approximately $30/month for heartworm and flea/tick drugs for our canine. two times whilst she has been ill we've paid approximately $80 5 or greater to have her checked by skill of the vet and given drugs. foodstuff/treats/toys value us between $20 and $30 a month. Our canine is smallish, approximately 40 lbs. A maltese might consume much less...yet nonetheless discern a minimum of $10/month. different subjects: as quickly as you bypass returned to college in the autumn who will safeguard the canine in the process the day? Is your mom or dad abode in the process the day or will the canine be all on my own? that is no longer trouble-free on an animal, so think of approximately it. i'm no longer against you getting a canine, yet consistent with danger you're able to desire to present your mom with possibilities for the type you will possibly pay for the canine's expenses too.

There could be several reasons why she says no:
Perhaps because you mother doesn’t think you are old enough to care for the dog.
Perhaps she doesn’t think you can afford a dog.
Perhaps you lease won’t allow a dog.
Perhaps she or a member of your family is allergic to dogs.
Perhaps she doesn’t like dogs.
Perhaps she thinks she will have to exercise it, train it and take it to the vet.
Whatever the case is it is her house, she is the mother you are the child,
Enough said.

You do realise that cute puppies turn into real living dogs.
How old are you? if you work part time (even after school) tell her that you will take care of all his needs, bathing, feeding, taking for walks, training & most of all LOVE.
