The Panhandle equations are used when you don't want to consider the pipe roughness directly, instead using a 'pipeline efficiency factor'. They are generally considered accurated for Reynolds numbers of 4-40 million. Weymouth produces a similar kind of estimate, of course, but it is considered to be more conservative.
