My friend has a perment and is learning how to drive. Im 20 right now and i only have liability, What happen if she hit someone, is it consider my fault eventhough shes driving, and since she doesnt have insurance, would my insurace cover her or would i have to legally pay ALL THE DAMAGE she made?

Well you will have to ask the insurance co to be sure, but I think that liability only pays for dammage that YOU do, and not someone else unless they are speciffically listed as a driver on your policy. But it could go to small claims court & if she is under 18, her parents will be responsible.
But since I think to "legally" drive with a permit, you have to have a licensed driver over 25 in the car at all times.
