My father says that he could remember when the rattail hairstyle was first starting to get real popular in the 1980's and the first boy he seen with a rattail was at a high school football game around late 1982 and the kid was about 10 years old and it was halfway down his back. He says he asked the boy when he got his haircut and where. The boy said right after the school year started and his barber did it for him. The boy said all his hair was already that long when he got it cut and he had that long strip of hair down his back.
I was just woundering because I have had my rattail that has been growing since I was a real small boy about 8 or 9 years now. The rattail hairstyle is really cool es[ecally if you let it keep growing longer down your back.

your father is right around the early eighties is when i started seeing them on the boys at school.

Probably for much the same reason women wear bangs and affect other styles where a bit of hair drapes teasingly over one eye or the other. Perhaps it's a symbol of slightly mussed hair that could be suggestive of a 'wild side' to the wearer. In the case of the guy's moppy style, perhaps it forms a psychological screen to hide behind (for a shy guy)... To know for sure what an individual's reason for wearing thier hair the way that they do, is to ask them directly, "Hey kid, why do you wear your hair that way?" Who knows where that might lead? Worst they can do is tell you to mind your own business. You might as easily get an honest answer.

for boy or girl if you like the style its like a mullet who ever likes them has them doesnt matter male or female
