When I save a picture, file, document or a folder, it is sometimes marked as"Read only" in the Proprties . On what basis is this decided.

Right click on the file/folder/document and choose the "set attributes" option.

'Read Only" attribute is normally set by the user. To remove this option you can simple uncheck the tick mark and the file is open to you for making changes.
However sometimes if you are on a network and you access/open a file that is in use, then too you would have a message as "Read only". This is because the program identifies that there is another user who is making changes to this file and therefore will not allow you to disturb the file.

it will when you transfer it to another media and back... say you burned it on a CD then put it back. Everything that was on that CD will be maked as read only because it was preped for archiving when you burned it on a disc. Or if you have something that is on your computer that you haven't looked at or used it will sometimes compress it and mark it as read only. Depending on what OS you have.

Read Only is the default setting, so that files can't be accidently changed or overwritten.
