I had this problem, I tried talking to the owners and nothing happened. Im not too keen on yelling at a dog telling him to shut up so I didnt do that.
What I found works awesome is two things, in either a cheap mode, or a little expensive mode.
Cheap mode, buy a dog whistle, and everytime he barks, just open your door and blow that thing until he stops. Just you have to blow it everytime he stops and thats the problem. You can get these whistles as most pet stores for 3-5 dollars.
Expensive mode, but a "bark activated" horn. They cost about 50-100 dollars depending on the range you need. Once the dog starts barking it sends out a high pitched noise (that only dogs can hear) until it stops. I bought one of these and then just put it up on my property, facing the neighbors house. It took about 3 days for the dog to learn, but after it would be like one bark, then he would hear the noise and shut up. Best 50 dollars I ever spent.

Here are two solutions:
1. If you contact your local animal control or police chance are they won't get involved. But if you go around visiting your neighbors asking if they'd be willing to sign a petition regarding the dog I'll tell you a signed petition would solve the problem getting the police or dog officer off their butts to take action. It worked for me!
2. If you want to go the dirty, but funny route to a solution there'd be no need to contact the dog owner, the police or anyone. Use a digital tape recorder. Place it as close as you can to the neighbor's dog when it barks. Record the barking dog for several hours if you can. Then set-up some speakers in your yard closest to the dog owner's home. Have a friend or two stay at your house during this time as witnesses, added protection and many laughs. Then crank the f___ volume up on the digital recorder when the dog owners are home and sleeping! It might take three or four nights, but the neighbor will get the message and you'll have laughed your way through it all.
If it were me I might even mix pornographic sounds in with the dog barking recording. I'd use a police scanner in case the neighbor would call the police. Of course I'd stop the recording from playing if I knew the police were on their way. Then I'd start it up again as soon as they'd leave! F--- thy neighbor! Three or four nights of that much fun while your neighbor loses sleep and they'd be looking for a new place to live!

Put a note in the neighbour's letterbox with pamphlets for dog training associations and specifying that barking is treatable.
I don't know about where you are, but here, if a dog barks too much, you go to your local council and they stick a bark-counting collar on the dog and if it barks too much over the day they recommend training, bark-stop collar treatment or removal of the dog in worse case scenario.
A tin whistle especially for dog training may work - but it's up to the owner of the dog to keep it interested and not bored.
You could try chucking it a Kong toy filled with peanut paste. It'd cost a bit, but would be a "gift" to you as well. Just tell the owner to keep the kong filled with peanut paste!

Poor dog is bored and is in great need of attention. I have LOTS of ideas, and they all work. Depends on how friendly you are with your neighbors. If not friendly, then put a note on their door telling them you would like to talk to them about their dog. They may not know he barks all day if they are gone. If they are there, and they let him bark, then he is one sad lil pup. Call the Humane Society and have them cited for disturbing the peace. You can also squirt him with a hose or toss water on him. It won't hurt him and they HATE it! Actually, that is only a bandaid for a much deeper wound. Kill the owners. That should fix the poor dogs problem.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/eNoWU
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

talk to them about getting another dog to keep the one they have company it needs a friend if it is alone and barking all the time. Be sure they can get inside a shelter like into a garage or porch and that they have plenty of water and some bones and toys

dogs bark for a reason, you need to go and talk to your neighbour ( or have a look at the dog) maybe it is strarving or no water or in a tiny cage with no exercise...there must be a reason....go talk to the neighbour and if the dogs looks ill or abused report it straight away to the authorities......
do not harm the dog as its not the dogs fault it the owners....

talk to your neighbors and if it doesn't stop the cops and complain btw the dog if the dog isn't on your property you can't shoot it if there was a wittness you could go to jail. And plus shooting dogs is very wrong!

Tell your neighbour to teach the dog how to stop barking or tell your neighbour to let it in the house.Just like my neighbour did and now my house is quite but not theirs.
