I knew for a fact that a public transportation driver was usung drugs, I reported them, they are still driving.

IF you have proof, then contact local newspaper Commercial, or Kalamazoo Gazette, or even so far as Channel 3 news. I'm sure they all have tip lines or emails. Make sure you have proof though, they probably won't give you the time of day if you can't back up your claims. Otherwise just keep on top of TR's officials until something is done. Document your proof, and send it to the City. Keep after them. My family is there and I'd rather someone like that is kept off the road.
