Is there an adapter piece that can turn my s-video "out" port into and "in" so I could use it as a monitor?

You CAN use the SVideo OUT to conect to a TV *IF* the TV has SVideo INPUT, thus use it as a moitor,

I think i dont understad your question but...

If your PC has a s-Video "out" it means that you CAN connect a monitor (as a TV) there and use it as another screen.
