When they have been health tested by a vet on hips, eyes, ears, joints, everything that can be tested. When they are over 3 years of age, when they are show quality and fit their breed discription so much so that they could be entered in a dog show. When you are prepared that your dog my die during pregnancy, when you set up a emergency c section appointment with your vet in advance, when you know that you are bettering the breed, and when you have responsible people on a waiting list that want puppies. When you find a purbred of the same breed as your other dog that has all the same stuff as listed above (health checks, show quality).Also both parents have to have awesome temperments and allow you to take bones/toys away, ahould be great with kids and other dogs, so on.... If you can't do at LEAST these things you should never ever breed.

You don't.

You spay and neuter them so there are fewer homeless dogs being euthanized in shelters due to lack of permanent, loving homes.

If you need to make money: get a part-time job. Your dog shouldn't be a puppy mill because you can't make ends meet financially. If you need money, find the dog a better home, then you'll have one less expense.
Responsible breeders may break even, but after maternity vet care for the *****, exams and shots for pups, the time invested in socializing and nurturing the puppies and then screening applicants, they usually lose money. They do what they do to advance the breed. It's a passion, not a hobby.

If everyone you know loves your dog and wants one just like it;
genetics being what they are, the chances of your dog's puppies being like it are slim. Environment and temperament will make each dog different, and who knows what the temperaments were of both parents' parents and grandparents? and if the puppy doesn't turn out to be just like your dog, they'll want you to take it back or they'll hand it off to a "good home" or the shelter.

The fact that you're asking this question on this board means you haven't researched breeding, probably have no knowledge of genetics or dog behavior, health and temperament issues.

Please don't breed your dog.

Once they have proven themselves in the show ring or working. And once they have been health tested for any common genetic problems associated with the breed. After having homes lined up for the puppies. And never before they are 2 years old (the minimum age for many health tests such as OFA and PennHip) (also to allow the female to be mentally capable of raising a litter). And only when you know what you are doing and you are doing it to BETTER the breed.

If your asking about age.... I breed my Jack Russell at 2yrs, she had 5 pups(which the vet said not all would live......but they did).
If your asking what time when in heat.....right after she stops bleeding, so that should be about 2 weeks after she starts bleeding, and you should take her to the male, for 1 day then bring her back, Also the reason why I say 2 yrs is because they are mature enough to become a mommy. Good Luck!

the obvious reason is to get more dogs. Hopefully you are after something much more tangible. most people breed dogs to help purify or to improve the breed for one reason or another. say to remove a bad health trait . the time is usually around the 2nd heat.
