It's a selling technique - I mean there are only so many ways to make your toilet paper "different" enough to be used as a point of distinction.
And because our society has become so obsessed with hygiene and sanitation and pretty smells to cover the nasties up.
Just another point I would like to add. whilst many people buy these rolls, they are quite bad for women to use. The perfume can upset the natural balance and cause infections.

You know, and don't think I'm crazy for saying this, but I don't think scented toilet paper has anything to do with making our salads smell spring meadow fresh. I think it's more for the bathroom in general. Kinda like an always there air freshner as opposed to a few quick bursts from a can.

that's so at least there's something that isn't stinking in the loo! the scent doesn't last anyway and you can only smell it on the first couple days if you are lucky. you can't "feel" the difference between scented and unscented either, you can only "smell" it, ie it's for your nose.

Maybe the scent is supposed to rub of onto your butt and make it smell better.

Actually, women's other part does. Anything colored or scented is going to cause problems. Just an FYI.

It's a marketing ploy. Just like those people dumb enough to buy bottled water with EXTRA oxygen in it. HELLO!
