My shots look flat. I want to convey the steepness of the road . . .

Lay flat on the road surface and shoot up the hill. I'm not kidding. Try it.

This impression depends on "height of eye" in perspective. The lower the horizon on the picture plane, the lower the eye. Looking down into a valley the horizon is high. Imagine looking across a valley, through the frame of a slide - the more foreground, the less sky. The significant clue is the horizon. The diminishing lines (shortening posts, narrowing road) also guides sense of perspective. Look for the visual clues that inform the viewer. If you're looking downhill on a road, for instance, the feet of adjacent fenceposts would get successively lower than each other, as would their tops. Uphill the reverse. Camera, especially with wide angle lenses, tend to flatten things (waves at sea are hopeless), so you have to look for the "clues" that will visually communicate what you want, from the habits we have for interpreting what we see - usually a process of comparison. Good luck

if you want to get the full effect of the sloped hill you're going to want to use a View camara. You can angle and shape the camera to capture the perfect sloped of the hill.

But if you are unable to get a hold of a View camera, point the camera straight at the hill, not up or down with the slope.

Back up a good distance and use a good telephoto lens. The lens will compress the distance but not the angle of the shot.
