I do not think that it would offend me but I would feel that the person writing to me should have a basic command of English to no the best grammatical way to write a letter. If such a letter was seeking employment then I would certainly not look beyond the letter and hope that the person was really educated and not just kidding.

Being Scandinavian origin, it's the Russian form of "Helga". It's not a native greek name so the spelling follows pronunciation.
"o" = "o"
"l" = "λ"
"g" = "γ"
"a" = "α"
oλγα
Accents can occur only on the final three syllables of a word which are named, from left to right. So "oλγα" - just two vowels - doesn't have any accent marks. But if it had it would be "acute": όλγα
