Well, it may be higher than you think. He just wants to appear unintelligent, to make himself likable. I have never seen him with notes, have you?
I have seen him read to small children, so he may be able to read at first grade level. Maybe he wasn't even reading to the children on 9/11. He was probably just admiring the illustrations. He probably told Cheney to think up something quick, to get him out of an embarassing situation, reading to the kids.
I doubt he can tell time. "The little hand is on the 6, the big hand is on the 12, it's, it's, Laura, what time is it?" "Six."

According to the Post & several respected universities, because of his high SAT & college placement scores it is believe his IQ is between 115-120. The Lovenstein Group who came out with low IQ scores for President Bush & high Democrat IQs was a hoax & does not really exist. The highest IQ known for a president was Nixon who was tested at Duke University.

Bush's score on the Air Force Officer Qualifying Test at age 22 suggests that his I.Q. was the mid-120's. He scored 1206 on the SAT also suggesting an IQ in the mid 120's. Kerry scores an IQ of 120, slightly lower than Bush. Gore scores 10 points higher than Bush. Bush is smarter than Kerry but not as smart as Gore. His score being in the mid 120's makes him smarter than 95% of the people.

It's important to remember that Bush isn't a truly stupid man in a physiological sense. There is nothing wrong with his brain. The reason he's a horrible president is that his judgement and perspective are underdeveloped, not his raw intelligence.

This movie was centered around several famous individuals,and although Bush was not as well-known at that time, his Father was and I believe this scene was mirrored from George W. Bush's childhood. Gump's intelligence grew from experiences. Bush is an idiot who rode his fathers coat tails into his election, so he probably still has an IQ of 75... HAHAHA! That is a ten point answer if I ever heard one...

It's the little one that is behaving like a desk-top of artificial intelligence that we are wondering what we can do for them on planet earth.
The blunders and slip-ups with human errors created back in the past after independence on planet earth.
