Use food coloring or Kool-aid (it's a safe way to dye dog's hair). She could also take the dog to a groomer to have it done. Dont' use commercial dyes meant for humans. It might seriously injure the dog's skin.
Personally, I think it's silly to dye dog's fur, but as long as a safe dye, it's not cruel. The dog doesn't care what color it is.

She's nuts alright, but if its a temp dye or 'animal safe' I guess its fine..

not sure what groomer would do that. I would highly recommend that she NOT do it herself however.
