You sound kinda shy so definitely try to catch her eye and don't be the first to look away. If she smiles or gigles, that's a good thing. If she looks horrified, take that as "this is NOT going to work out." (It may not even be personal. Her parents might be "Asian only" when it comes to dating.)
If you get smiles or giggles, it's definitely safe to approach and start a conversation otherwise, set your sites somewhere else.
