She(You) could have injured her windpipe-perhaps you pulled her/him back too hard for a dog will not choke itself to point of dangerous for it. Take this dog to a vet now for the breathing hard means not getting enough air and the coughing maybe a blockage from injury. When the dog is better get the kind of leash that you can set how far the leash extends.

Your vet is right it's normal and nothing to worry about, my Lab does the same thing when she gets over excited. It's normal for them to cough after a bout of barking or after vigorous play. If she starts to cough suddenly and persistently then there is a problem and you need to see a vet. But don't worry, she sound perfectly fine. Edit... It's like when you've been running and your throat get dry, it makes you cough, it's just the same for a dog, they pant that much that it drys their mouth out and causes them to cough.

If she is eating and drinking ok, and her breathing isnt bad. then she should be ok. My dog chocked herself and I did see the vet, he told me to wait it out. As long as she was eating and drinking ok. She coughed for about a week and then got better. If your dog sounds like she cant breathe right, take her to the vet.

If the cough doesn't stop I would take her to the vet, she could have damaged her trachea. Then I would try and buy her a harness to walk her with instead of a collar

Were you using a choke chain? If so, whhhhyyyyy?! Use a gentle leader or head halti if you are trying to teach her not to pull. It's more humane and your dog won't choke!
As for what you should do...call your vet.
