I would hit the Santee Alley...you can find tons of bargains on anything you want! search google for santee alley...you will be surprised what comes up!

I would go to Compton Ca because with 700 dollars you could not buy nothing in LA maybe lunch and dinner and the hotel for a day.

One shoe store in Beverly Hills. Very expensive, try smaller beach towns with motels, no hitching, not illegal but cops will roust. There are buses and trains but even they are expensive.
