Lactose free milk is not made out of soy or rice unless it is specified on the label. Yes, those milks are lactose free, but you can get lactose free milk that still comes from cows. Lactaid is probably the most popular brand, Dean's makes a lactose free product, and there's one more that I can't remember. Unfortunately, probably since most Americans are not lactose intolerant, they only sell it in half gallons and it is more expensive than regular milk. You can get Lactaid brand milk as whole milk, fat free, and I think low fat or 2% and I think they even sell a chocolate milk.
Lactose free cow's milk is just plain milk with an added lactase enzyme which makes the milk more easily digestible for those people that lack the lactase enzyme in their digestive systems. I prefer Lactose free cow's milk over soy and rice milk unless they are vanilla flavored. Otherwise, they taste a lot different in my opinion.
By the way, if you want to know what lactose is, it's milk sugar. And in my honest opinion, lactose free cow's milk tastes just the same as regular cow's milk. It just doesn't cause the gas, bloating, etc., once it gets into your digestive system.
If you really wanted, you could buy Lactaid brand or another brand lactase enzyme tablet that you take orally before you drink milk or eat any dairy products, but that stuff is pretty expensive. The Lactaid brand has vanilla flavored chewable tablets that taste great and then you can go ahead and consume your dairy products. I keep these on hand if I want to eat cheese or some other dairy product.

Regular milk, but an enzyme is added to break down the lactose. Soy milk, of course, is made of soy.
I can't vouch for what rice milk is made of but it tastes ghastly.

i believe they are made of milk, then they add some enzymes to dissolve lactose so that those people who have lactose intolerance can drink it

i can not drink the real milk, when i do it makes me sick, if i drink a glass at night i wake up with it coming out of my nose and chocking so the lactose milk does not do that,

I just looked at a quart container in my refrigerator.
Ultra pasteurized milk that has potasium chloride and lactase enzyme added to make the milk digestable.
So yes it does contain milk.
