Where are you getting all these ideas? James was the head of the church, Peter never was. What are you asking?/?

Kind of makes you think that Peter got the nod and James got the shaft. Thus spake the Lord.

I do not know what you are talking about, but Christ said,"Thou art Peter and on this rock wilt I build my church." He never said anything remotely like this about James.
