I think you should ask her out...
Why?
Well, why not? It could start something new and since it seems that she likes you too, there is a big possibility things would go well...
When?
Whenever you feel like it but maybe soon because you never know what may happen, another guy may ask her out or something and you might not get the chance if things hit off well with that other guy...
How?
Depends on how you want to do your approach... you can go up to her and start a topic and work your way from there or you can go straight to the point and just ask her out...
