Microwaving does kill germs (and viruses too) but it doesn't get rid of the toxins that some germs put into your food. It is usually the toxins that make you sick. When in doubt....toss it out. Do not take chances with funky food!

If you want to reheat food, and be safe about it, it should reach 160* to kill any potential germ!

I can't vote yet, but Newsgirlinos is correct and probably the best answer. The excretions of certain bacteria are the lethal poisons that will do you harm, and will be as nasty as certain bacteria, that say, just eat your cells.
