Your friend sounds bi-polar to me with delusions. The fact that she doesn't sleep, plus is seeing things that arnt there and states that shes feeling better but making life changing decisions is all a clear sign of bi-polar syndrome. Talk to her about going to the local mental health office to get an evaluation. If she refuses (which someone with bi-polar will because when they are in a manic state they feel that they can take on the world) take someone else who has also seen her behavior and go to your local magistrate court. Tell the judge what is going on with her and he will put out a warrant called a 1013 which will have her committed to a psychiatric ward where she will get the help and medication she needs, before she does something drastic.

Suggest your friend get a full physical examination, including tests to rule out pre-diabetes. A form of pre-diabetes (hypoglycemia) may be partially causing her depression.
