Any digital camera will do. You dont need a PC just take the memory card to someplace like Walmart or Walgreens and they can print them for you pretty cheap.
I also suggest that she have them put the photos on a CD or DVD when she takes them in, that way she won't lose the 'negatives' and that way she can have them reprinted later.

All of the above answers are correct. If she wants to make prints NOW, though, I think Kodak's Easy Share cameras are very user friendly and the supplies are not as expensive as you might fear. Just pick your price point and start shopping.
My neice got one and was printing pictures by the stack within minutes after she opened the box. I don't know what model it is, though, so ask for specfic recommendations of just search for numerous previous answers.

Any one thats easy to use like a kodak and don't worry you can develope the pics at any drug store or super center just make sure it has a removable memory card

I would recommend Casio Exilim line of digital cameras at:

They are great cameras, some even take high-quality videos (starting price of $279), and they are very simply to use that even my non-techy father was able to use it effortlessly within minutes, even some more complex features. I bought one of Casio Exilim higher end cameras, and I love it.

I recently bought one with a printer doc pretty cheap, its a kodak and very easy to use. I now print photos straight away.

If that is a particular lady, I say something user-friendly and lovable, like.... construct-A-bear! I followed our first bear/baby there for my destiny better 0.5, and she loved it :D Named her "overwhelm" - she became a turtle :)
