Depends how you want to use it.

Shiny side reflects heat - so use it slow down cooking.
Dull side absorbs heat better - so use it when you want faster cooking.

For wrapping food, it makes no difference.

It all depends. The shiny side reflects the heat so if you are baking in the oven or wherever you would place the shiny side down over the food. If you want to cover and or not continue cooking ,you should place the dull side down. If you are using it as a lining when you cook,the shiny side should be up. Just remember,the shiny side reflects heat. The dull side deflect heat.

Always put the shiny side away from the heat. the shiny side deflects some heat and doesn't allow quite the same amount into the item being heated. So if you wrapping a dish and putting it in the oven, shinny side in. If you are wrapping your stove burners (dripping tray) to keep it clean, then do it opposite or it will deflect the heat back into the stove...

Dull side out. The shiny side reflects a bit of the heat while the dull side absorbs it. Cook with the shiny side facing the food.
