It could have been a spider bite?
Like the white tailed spider in Australia if you get bitten it comes and goes it never really clears up, a bite from this spider will leave a cold-sour looking thing around the lips and this is not fatal.
It could be an infection from another cat scratching him there, I hope you find out what it is but it shouldn't be hard to get rid of unless it's mouth cancer which dose acurr in cats in rare cases and can lead to death if not looked at but a vet ASAP.

It sounds like your cat has an allegry problem. Like people pets can be alergic to things too but as I am not a vet yet I advise you to take your Coon to your vet A.S.A.P. because it might be bigger then an allergy: eosinophilic granuloma (rodent ulcer) they can get pretty ugly

It may just be an allergy. However, next time it swells, take him immediately to the vet so that the vet can determine what the problem is.
