You can send your landlord a registered letter advising him of the situation and requesting that he speak with the other tenant.
You don't specify where you are from so I can't be very specific to your situation, but as a general rule the landlord is responsible to provide a certain amount of "peaceable enjoyment" of the leased premises.
Contact your local housing authority to find out exactly where you stand. You will probably be told that 11 PM is the limit for making noise, and that the noisy neighbour doesn't have the right to disturb you as you describe.

You are in a bit of a pickle! I would speak to my mental health Doc to see if he/she can help! That really seems the only course for you at the present time.

Rage, It seems this differers from person to person. And so does any solution! If your on disability, you should qualify to get into senior citizen housing. Thus it would be quieter for you! It seems you need a place with very low noise.

I would speak to my mental Health Doc for sure! God Bless

my answer: God. turn to Him. trust me....my life was in shambles until i found God.

even if you're not a God person my other advice fits in. anger issues...find someone you trust to talk to about it. when you talk about things, they feel better and less constricting. write about it. journalling or even writing letters to the tennants (not giving them of course)...i write poetry. it's very good therapy.

on the depressed front...honey there is nothing wrong with you. i'm sure a lot of people are like that. mostly stay at home and live for the computer type people. do you have a yahoo 360? check into it if you don't. i have one so you can go look at mine. leave some comments if you'd like on my blogs. i'm sure we can be friends. i don't work either (almost died at 11) and i'm doing wonderfully. i'd be happy to talk to you. *hug*

does this win best answer? :) *muah* you'll be okay. just don't do anything stupid. i'm here to talk okay?

Dear Mailman,
Here is a word to you ear. You need a little magic in your life. Something positive and hopeful. So here it is: Zap!! Do you feel that? Zap!! It is me sending you love and support through the night air. Zap!! It is driving away all of the bad things around you and making you feel better. Zap!! It is a bolt of love. Don't you feel it? Zap!!

Are you renting? If so, you can complain to your landlord. Here, if the landlord receives 3 complaints a year about one of their tenants they will evict them. Have you tried talking to the people next door? You might want to go over there and nicely ask them if they could please keep it down after a certain time because you try to go to bed early. I have some major buttholes living next door to me and I don't even bother talking to them anymore, I just call the cops and have the cops shut them up. 1 more complaint and they will be kicked out!!!

If you are not asleep you can as well do tit for tat! BUT the best thing is to forward the complain to the landlord for them to be evicted!
