I've talked to this guy seriously on the phone about twice (1-2 hours), we have talked every other week for the past 3 weeks. Now, he asked me when we would go out, I said sometime this week...he said ok call me when you have time.....now, do I call him or do I keep him guessing? I'm trying a different strategy since I'm usually aggressive....so I'm thinking of having him call me...GUYS what do you think?

I would call him. He's already invested a lot of time in to you before even going on a date. To get a man to talk on the phone for 2 hours is a miracle in my book.
So I think you should call him rather than wait for him. Because if it was me I would assume that you just changed your mind or lost interest. Then I would move on to a different girl. In fact, call him tonight!

my simple answer is call him. My longwinded version is stop with the strategy crap, guys hate when someone plays games. Keeping us guessing only pisses us off and makes us want to move on to better things. If a girl tells me she'll call when she has time and then doesn't call, I just assume she lost interest and forget about her. Even if she really is busy, at least call and say that you're too busy to get together but you think about em once in a while.

Its proper for him to call you instead of you calling him.
If he doesn't then he doesn't want to go out.
