This sort of thing is generally regulated by local bylaws. Call your city or town hall's health department and they should be able to tell you. Also, you can probably initiate legal action against your neighbour for disturbing your enjoyment of your property. I have five cats and live in a triplex, so I'm very conscious about keeping the litter boxes (I have three) cleaned twice daily to prevent odours. The other tenants appreciate it, and actually enjoy letting my cats visit them.

Different communities have different ordinances on the number of cats or dogs allowed on one property or premises. So you need to check with your local government. If you have a humane society they will know what the ordinances are.
If the smell is bothering YOU then the cats are not being homed in a clean, healthy environment and local animal control can get permission to enter the premises and deem it appropriate or not.
Usually they will try to work with the owner to improve conditions for the animals and if the person does not comply or improve the conditions the cats may be removed from the owner.

Speak to your neighbor and let her know there's a smell coming through and let her know you're worried about what will happen in the winter. You don't want to have her lose the cats or have them put into a shelter and/or destroyed!!!! Likely she isn't aware that the smell is penetrating, but will probably clean up behind them better if she does.

It really depends on the city you live in. I'd call to check about allowed number and if they have to be licensed. Animal control can cone to check to see if they are being housed properly, if you can smell it in your apartment, my guess is they are not, The ACO can then ticket her for any unlicensed pets (if its a law) and make her take better care of them so you don't have to smell them. If after the ACO visits she does not comply with sanitation requirements, they may return and make her get rid of some or all of the cats

Call the Animal Control Center for your area and make a report. They will investigate and if it is as bad as you say, they will take the animals from the home and put them up for adoption!

There are no laws on the number of pets one can have, so long as they are well cared for. Now if the animals are being neglected, then that is another story. If the smell is that bad call your local humane society, there is a possiblitity she is not caring for them properly.

It all depends on what state you are in. She sounds like a hoarder so you might want to call the animal shelter in your city. Sometimes people try to help animals and get in over their head. So you might be doing her/him a favor by calling the shelter. The animals are probably full of fleas and or sick. CALL!

Additionally, if your neighbour has exceeded the legal limit they will likely need to contact her to convey this legal limit statute to her as well. i think that you should confront her with this situation...im sure she is a good person that just wants to help unwanted animals...maybe between the two of you a solution can be made to make you both happy obviously she cares for the cats and you dont want her to lose them by having them taken away

There's no real legal limit; the apartment complex usually imposes such restrictions.
If you can't get any answers there, call animal control and ask them what to do.
