Stay in a mountain resort in Chiangmai in Thailand and relax with spa and massage treatment. And shopping theraphy along the way. What more do you want?

Holland is fun. Hostels and trains--the most expensive thing will be the ticket.
Cruises are usually cheaper since it's the middle of hurricane season.
Stay away from islands/beaches--usually more expensive.
Crosscountry road trip would be cool, except gas prices are far too high. Don't know what you girls are wanting.
Check out treks to Peru or South America. Can be expensive, can also be cheap.
What languages do you speak? If you speak just English, stick mainly with English-speaking countries. If you go to countries where they don't speak English, it can make things more complicated.

Beach in Thailand or beach in Croatia. They're two of the only safe, gorgeous places where "luxury" (read: service, tours and food) can be had for "cheap". Just don't expect 'Four Seasons'-type accommodations - you can get nice, clean and spartan for budget prices though.

A quick 3-5day cruise to the Caribbean or something, you can get them cheap due to hurricane season, and if your so adventurous you won't mind the possibility of some Stormy weather.

Camping is fun and adventurous. I love it and it works on a budget, except you need to buy a tent and some camping stuff. Location depends on where you live.

if you want to go to a real fun place with lots to see and do during the day, and is one of the best party cities on the planet..and its still the off season there try Ibeza Spain
