you have to look in the phone book. it may be called something like neighboorhood health centerl
it'll take a few months for an appointment.
Another option would be to go to a college or university that has a dental school. I got all of my fillings done for free by dental students, with a doctor observing.

I've never in my life heard about vans coming by to give free service, but if you can find out who they are then you're set. But, be careful and have someone with you when they work on you...there may be a safety issue for anything on wheels.
The only thing I know is the dental programs where you pay about $9 a month and they give you a "discount" toward getting your teeth done, toward fillings, etc.. I think they give a first set of x-rays and two free cleanings a year. You can find those on the internet. If you have a favorite doctor, or one that's near where you live, why not call them and ask what discount programs they use, and then find out where they are and apply for that program.

Contact every large university in your area with dental schools. They will work on your cavities supervised by long-term dentists. They get the experience and you get the work done for next to nothing - great trade-off.

I don't know where you live, but here in Kansas, we have KMOM. Kansas Mission of Mercy. It is an event where dentists (like me) volunteer several times a year, to treat patients with limited income/no insurance.
