Ah, but the earth doesn't turn 360 degrees in one 24-hour solar day (the period of time between instances where the sun is at the same angle overhead--disregarding the angle of the earth's tilt, of course), but rather closer to 361 (to account for the nearly one degree of progress the earth makes in its revolution), so you're looking at a number closer to 3.76 when it comes to the number of degrees the earth turns in 15 minutes. :D

The period of time in which the earth turns 360 degrees is a sidereal day (the period between instances where a distant star is at the same angle overhead), and is about 23 hours 56 minutes.

let's see. in 24 hrs it's 360 degrees... there are 4 quarters to every hour..... so 4x24 = 96 360/96 = 3.75
