You should alert the superintendent of the school system, and start writing down every time you contact the school, and everything that is said. They should be taking this seriously. Also, you can press criminal charges against the person threatening your son. It is considered terroristic threatening. If they do not handle it in a satisfactory manner, threaten to go to the media. that just sucks I think school's should take those threats a lot more serious. You are right your kid should not be the one taken outta lunch and breakfast with other kids because some one is threatening him they are the problem. Self defense is always good in the case of a GANG you can't teach him to fight off 5 people at once. I would have a set down with the school again and tell them you are going to file a police report about the threats made if they fail to protect your kid after being told what was going on they are responsible 4 what happens. YOU CAN FILE A POLICE REPORT SO THERE IS A RECORD of the threats and who made them. In the mean while i would not allow him to walk home alone or even just run around alone make sure he has friends with him.

I agree with Brian Hahn above. I would start, however, with the Principal (again if you have already spoken with him or her). Tell him or her that the solution of your son eating in isolation is not appropriate and that if you can't get this resolved, you are going to the Superintendent, Police, Mayor and Newspaper, in that order, if you can't get anything resolved. In a non-threatening way, I'd let each person down the line know that you are calling them first in lieu of calling the others. That way, they know if you don't get a good solution, you're moving on to others which is likely to make them feel threatened because no one wants you to end up at the Newspaper.
Oh, yes, and definitely write everything down, including people's names of who you speak with.

Unfortunately that is about as far as our schools will go. Make out a police report. Take this to his school. Present it to them. Tell them you will sue them if they fail to protect your son. Tell this needs to be addressed immediately. tell them you want to arrange a meeting at school with a counselor and the bullies parents. Then file an action against his parents and sue them. It is illegal to let your child actively participate in a street gang. Be prepared to pick up stakes and move. You may need to change schools. But do file an action against the school district for actively allowing hoodlums to take over and terrorize the school. Go before the school board and demand action or you will proceed with your actions.

If the school is unwilling to aide in the situation as to repremand the lil culprit then you should phone the police and let them know that the school is failing to protect your son. If that dosnt work try getting ahold of the childs parent in most cases there own mother will rip them better than the school or police.

Ok if you want to go further go to your school board and complain there. I'd also contact the cops as uttering threats is a crime . Sounds to me like the school is in the ostrich position. They offered the only remediation they can think of , but it's not remediation. They're hoping nothing happens on school grounds and it'll just go away.
Get yourself to the schoolboard pronto, then the cops and if none of them do anything the media .

File charges on the gang member then consider bringing litigation against the school for negligence and endangering there students

Well im not sure but i think the police are required to remove the person threatening your son from the school, again, im not sure, but thats what i thought. Also, you should get the police involved if your child feels that he is in danger.

Skip the school board. You should file a police complaint and you might want to talk to a lawyer and if things get worse. I would go to the Superintendent and request him to be home taught even through he might not be able to get his drivers license tell he is 18. You might also want to tell each tv station in your area. Careful what you say they school could get you for libel.
