I just went to my friend's sweet sixteen. What she did was invite about ten of her closest friends and then pick us up in a white Hummer limosine, which took us to the Teen Choice Awards 2006 at Universal Studios, Hollywood. It was relatively inexpensive compared to most sweet 16s, which you'd ordinarily shell thousands of dollars out on a DJ, caterer, dress, hall rental, etc. The cost for this one probably ranked in the mid-hundreds, and we got to see three pretty good music acts, and Johnny Depp was there, which is better than ANY DJ you can hire.

For girls:
-Sleepover. This is ideal for people with small houses because sleepovers can still be fun with small amounts of people. If you have a low budget, you could ask girls to bring their own snacks or pop. You could watch movies or play board games. Or get stuff for a "make-your-own-sundae" or "ake-your-own-pizza" party. You could also do crafty things like make necklaces with beads or decorate T-shirts with puffy paint. I have done all of these things at sleepovers and had a blast!
For anyone:
-Roller/Ice Skating Rink. Since these are indoor activities, they can be done if your birthday is in the winter! Some rinks have arcades if people don't wish to skate.
-Restaraunt. If you don't have a house large enough for people to come and hang out, a restaraunt would be ideal. Even a place as simple as Steak'n'Shake could be fun with friends.
-Pool/Beach party. This is only for summer birthdays (or people who live in places warm year round.) You could spend all day at the beach with your friends.
-Theme Park. If you happen to live near a Six Flags or something like that, you might want to invite some close friends to celebrate your birthday there with you. You could also demand that they give you any stuffed animasl they win at games, since it's your birthday. ;)
That's all I can think of. My sweet 16 is on Thanksgiving this year! I'll probably do one of the above. Hope it helped.
