I notice that this usually happens on the smaller sized paper bags, like the kind coffee is placed into.

That the inspector or Quality Control person (QC)who inspected the bags as the come off the line. I had a stamper for being the inspector of a paper product it also tells the lead person who worked the line for that product if there's a problem with the bag. Yes it's on every bag the machine operator placed the stamper in the machine so everybag for that particular inspector is stamped. It's changes durning shift change to the next inspector or quality Control person.

it is usually the bag inspector. But I'm not sure why they'd be on every bag!?
