No it does not mean someone has died!
Red tape is recognised by all emergency services as a cordon surrounding a potential Bio chemical/nuclear/ incident.
Blue tape is used at any regular cordon, such as Murder, accident etc.
Although some police forget this or run out and use red tape, causing confusion all around!!

The cops around here use yellow and black tape to mark off a cordon area. A cop buddy told me that "red tape" is the typical bureaucratic BS that we all deal with every day while "blue tape" is cop-speak for the same thing within the police department -- usually to stymie the average citizen seeking redress against the cops.

Never heard of it, worked with police over 20 years and we only had yellow tape that said either police or caution.
Must be something your police department does

I've never seen RED tape - we use blue and white.

red tape means bullshit. (government regulations, laws, etc.)
i don't know what blue tape means. isn't that the stuff you use when painting?
