No... you can go equally fast both ways. Now, if your asking will it reach a certain speed faster with the top down or up, I would have to say faster with the top up. I would tend to think there might be a little less air resistance. Probably only fractions of a second though. It all depends on the distance.

aero dynamics is with the top up its prov-en the Nascar racers used to have at the Daytona 500 the convertibles cars, and was later proved to be faster with the top on, its has been proved years ago, wind tunnel tested Great Question

There should be less aerodynamic drag with the top up, so it should be faster that way. However, some convertibles tend to have roofs that bulge on top, which may reduce their aerodynamic efficiency.

having it down will create more drag on the vehicle, so your gas mileage will go down and your acceleration will be hindered
