First of all, how well are you in shape? If you feel you're in shape, then that time is terrible. If you are just starting off and not in shape, then that time is okay.
Just think of it this way, the olympic runners run the mile in about 4 minutes to 4 1/2 minutes. Try to go about 8-10 minute miles.
I ran cross country back in high school in the 80's and ran 3 miles in 24' and so many seconds. Back then, that was 8 minute miles and was good enough to win some races. Of course, through time, 8 minute miles won't get you very far in a race. However, 8 minute miles are still good numbers to hit.
